You basically need to complete the entirety of the Ymir Finger Ruins quest line, which is where you meet Sword Night Jolan. Likewise, you need to give Jolan the Iris of Occultation for her to drop this weapon. Be forewarned, though, that giving the Iris of Occultation as opposed to the Iris of Grace means that you'll miss out on a different reward that grants the Jolan and Anna ashes, one of the best summons in the DLC.

That might sound great on paper, but its stat scaling is lower than other sorcery staves and incantation catalysts.
